The following motion were passed by
Congress 2002 on 10/11 May 2002 at Hilton Dublane Hotel.
MOTION: A
Congress calls on the Scottish Executive to reiterate its commitment
to allow all fully registered teachers employed in local authority
schools to enter and progress through the Chartered Teacher Programme
and to ensure that sufficient funds will be made available to enable
all such teachers to complete the programme free of charge.
MOTION: B
This Association expresses its concern about statements
made by a number of local authorities about the process of assimilation
of APTs and STs. Congress reiterates the Association's position
that after 1 August 2003 all APTs and STs will cease to perform
their existing duties.
MOTION: C
Until such time as the national job sizing exercise is completed
and the Chartered Teacher programme is established, the SSTA will
vigorously oppose any attempt to reduce the number of promoted
posts
in Scottish secondary schools.
MOTION: D
This Association urges local authorities to ensure that the appointment
of first year probationers under the terms of the McCrone Agreement
is not at the expense of teachers currently on temporary contracts.
MOTION: E
This Association expresses its concern at the lack of strategic
planning in relation to the “probationer induction programme”.
MOTION: F
This Association totally refutes the assertion of
HAS that teachers are failing to deliver their part of the McCrone
Agreement.
MOTION: G
This Association expresses its concern at the lack of progress being
achieved through the SNCT and calls for more active participation
by the Minister for Education in the internal negotiating process.
MOTION: H
This Association calls on Local Education Authorities to ensure
that any proposals devised by them for the management of secondary
schools must be able to demonstrate the capacity to deliver challenging
learning experiences, an orderly teaching environment, effective
pastoral care and a management structure for Scottish education
in the 21st century.
This Association also reiterates its belief that it is vital that
subject departments in Scottish secondary schools are headed by
appropriately qualified principal teachers, and that the grouping
together of subjects, led by a “Faculty Head”, would lead to an
increased workload for teachers
MOTION: I
This Association calls on the Scottish Executive to provide sufficient
resources and national co-ordination to ensure that all schoolchildren
in mainstream education in Scotland benefit from the Social Inclusion
Initiative.
MOTION: J
This Association urges the Scottish Executive to show its commitment
to improving the health and welfare of schoolchildren by ensuring
that adequate funding is made available to provide good quality,
nutritionally balanced food in all Scottish schools.
MOTION: K
This Association urges the Scottish Executive to re-establish the
previous structure of HSDU National Trainers under the organisational
umbrella of Learning and Teaching Scotland.
MOTION: L
This Association seeks clarification of SEED intention with regard
to the position of Modern Languages in the curriculum, following
the report of the Ministerial Action Group on Languages and subsequent
conflicting ministerial statements.
MOTION: M
The Association welcomes the Scottish Executive’s document ‘Better
Behaviour, Better Schools’, which recognises the right of all children
to an education free from stress and disruptions, and urges the
Scottish Executive to provide appropriate resources to ensure the
successful implementation of these recommendations.
MOTION: N
This Association calls on the Scottish Executive Education Department
to provide specific funding for training for all teachers in “Framework
for Intervention” procedures and for the creation of permanent
posts for behaviour support.
MOTION: O
This Association urges the Chancellor of the Exchequer to recognise
that the use of PPP/PFI as a means of providing education to young
people is fundamentally unsatisfactory and not in the long-term
public interest.
EMERGENCY MOTION: 1
This Congress condemns North Lanarkshire Council for breaching the
McCrone agreement by imposing on schools strict conditions on the
use of time for meetings.
EMERGENCY MOTION: 2
Congress condemns those local authorities who are allegedly misdirecting
funds provided by the Scottish Executive to implement the McCrone
agreement. Congress calls on the Scottish Executive and all local
authorities to ensure that a satisfactory audit trail exists which
clearly demonstrates that all aspects of the McCrone agreement are
fully funded.
EMERGENCY MOTION: 3
This Association condemns the recent announcement by the Minister
for Education which fails to address the problem of workload and
stress for pupils and teachers caused by the current internal assessment
arrangements in National Qualifications.
This Association is concerned at the lack of any progress following
the major consultation exercise on internal assessment and calls
on the Minister to have urgent discussion with Teacher Unions.
